Government of Azerbaijan Scholarship Details
The Ministry of Foreign Affairs and the Ministry of Science and Education of the Republic of Azerbaijan are pleased to announce the “Heydar Aliyev – International Education Grant Program” for 2026-2027 academic year.
The higher education scholarship by the Government of Azerbaijan will be offered on an annual basis for a period of 5 years.

Azerbaijan Government Scholarship 2026 Requirements
To be eligible for the undergraduate and postgraduate Government of Azerbaijan Scholarships, applicants must satisfy the following conditions:
- Be citizens of a country other than the Republic of Azerbaijan (i.e Be an international student)
- Get official nomination by the respective state entities/government authorities (Ministries,
Embassies, etc.) - For undergraduate and general medicine programmes – citizens younger than 25
- For graduate and residency programmes – citizens younger than 30
- For doctoral programmes – citizens younger than 40
Required Documents for Government of Azerbaijan Scholarship
While applying for the Government of Azerbaijan Scholarship 2026, you will be required to submit the following documents;
- Completed application form
- Diplomas or Transcripts from prior High School or University studies
- Copy of Passport
- Document on general health status (including HIV/AIDS, Hepatitis B and C tests)
- CV or Resume
- Motivation Letter
- Proof of English Proficiency (for programmes in foreign languages: for undergraduate programmes IELTS 5, TOEFL 40, for other programmes IELTS 5.5, TOEFL 50)
- Applicants willing to study in Russian – proof of language proficiency or the language of study of the previous education must be Russian;
- Applicants willing to study in Turkish – proof of language proficiency or the language of study of the previous education must be in Turkish;
- Applicants willing to study in Azerbaijani – proof of the English, Russian or Turkish language or the language of study of the previous education must be English, Russian or Turkish.

How To Apply for Government of Azerbaijan Scholarship 2026
To apply for the Government of Azerbaijan Scholarship, follow the instructions we have outlined below;
- First, you must be officially nominated by respective state entities of their country (Ministries, Embassies, etc.) to the Embassies or to the Ministry of Foreign Affairs of the Republic of Azerbaijan
- For official nomination by the respective state entities/government authorities (Ministries, Embassies, etc.) the applicants must submit the required documents to the relevant authorities for the first stage of the application process.
- The last date of the submission is April 15, 2026, at 6 PM Baku time.
- If the candidates are officially nominated by the respective government authorities, they will proceed to the second stage of the application process and apply through the Study in Azerbaijan Centralized Admission Service (SIACAS) website (portal.edu.az) from June 1 to June 15, 2026
- After logging in SIACAS website, applicants must choose the relevant Admission

The selection process for the Government of Azerbaijan Scholarship will cover two stages:
- Review of the relevant documents
- Interviews (online/Skype)
- The candidates will be informed about the results by July to August 2026.
