This notable scholarship targets non-EU/non-EEA students in Ireland, offering 60 spots across all Irish Higher Education Institutions annually.
Recipients of the Government of Ireland Scholarship are guaranteed a complete tuition fee waiver and a stipend of €10,000 as support towards the cost of living.

Government of Ireland Scholarship Details
The Government of Ireland International Education Scholarship programme supports high-calibre international students who wish to study at master’s or PhD level in Ireland.
The programme is funded by the Government of Ireland in partnership with Irish higher education institutions and managed by the Higher Education Authority.
Under the initiative, scholarships are awarded for one year of full-time study at master’s or PhD level. The programme is open to applicants studying in any field.
Government of Ireland Scholarship Requirements
To be eligible for the Government of Ireland Scholarship, applicants must satisfy the following conditions:
- Have a domiciliary of origin outside the EU/EEA, Switzerland and the United Kingdom.
- Apply for admission to a relevant master’s, postgraduate diploma or PhD programme offered by an eligible higher education institution as per that institution’s admission procedures.
- Have a conditional or final offer of admission to that higher education institution at the time of application and will be required to submit a copy of same.
- Prospective candidates who have previously held a GOI-IES scholarship are not eligible to apply.
Candidates must also demonstrate:
- A record of outstanding academic achievement
- Excellent communication skills;
- Participation in extracurricular activities. For example: humanitarian
work; politics either local, national or international; arts; sports; - A strong rationale for pursuing their study in Ireland that indicates how the Government of Ireland Scholarship aligns with their longer-term goals

Required Documents & Evaluation
Eligible students are invited to submit applications via the official online application process at this link. A marking system (total 100 marks) is part of the call with the relevant scores shown in brackets after the key selection criteria.
The applications must cover the following, as requested in the online application tool:
- Academic qualifications, achievements and/or work experience (40 marks)
- Personal Statement (refer to the Candidate Profile).
- Applicants will be required to demonstrate:
- the benefit of becoming a GOI-IES Scholar; to themselves (personally and professionally), to the institution, to Ireland (economically and societally), as well as their country of origin. (15 marks)
- how they will extend themselves beyond their project/studies to become actively involved in Irish society in order to maximise their academic and cultural exchange experience and to raise awareness of the GOI-IES scheme in Ireland and beyond (15 marks)
- the extent to which they have a long-term interest in Ireland and how they will promote links with Ireland during their time as scholars and also after as Alumni (15 marks).
- Two references uploaded via the online application portal (please note that the HEA is not able to accept references submitted via email or other sources outside of the online application portal) (15 marks)
How To Apply for Government of Ireland Scholarship 2025
To apply for the Ireland International Education Scholarship,
- Potential applicants should read the call documentation carefully to ascertain whether they are eligible to apply.
- Applications must be submitted via the online portal.
- All applications require two references to be uploaded by the applicants via the online portal.
- It is recommended that candidates submit their applications well before the deadline, to avoid technical issues due to heavy server traffic on the respective day.
- Applications cannot be submitted once the deadline has passed. No alterations can be made to an application once it has been submitted.
