The announcement was made by the Executive Secretary of the National Board for Technical Education (NBTE), Professor Idris Bugaje, during a press briefing in Abuja.

Federal Government Offers ₦45000 Monthly Stipends to TVET Student
During the briefing, Professor Bugaje explained that the program has received a ₦120bn funding pledge from President Bola Ahmed Tinubu.
In addition to the monthly stipend, the program is tuition-free, which will be paid by NELFUND, starter kits, loans and grants for startup, and certification recognized by employers.
“The N45,000 is not a loan, but a grant. Students who enjoy this are not going to pay back.
The initiative also emanates from a staunch commitment to reposition the TVET sector and make it a more attractive alternative to traditional university education.
He added that, beyond the monthly stipend, the government would also cover teaching fees, pay industry-based supervisors (known as “master class” instructors) where students undertake industrial attachments, and finance the cost of skill certification.
“With this, young people will find it more attractive to come to a technical college, acquire skills qualification, get jobs locally and even beyond the borders of Nigeria.
What is The TVET Program 2025?
The Technical and Vocational Education and Training (TVET) Program 2025 is an initiative of the Federal Ministry of Education to provide young Nigerians with industry-relevant technical and vocational skills.
The new TVET model will be delivered across 25 priority skill areas through Vocational Enterprise Institutes (VEIs), Skills Training Centres (STCs), and public technical colleges nationwide.
Training will be 80 percent practical and 20 percent theoretical, reflecting a deliberate shift toward real-world, industry-relevant learning.
Who can apply for the Technical and Vocational Education and Training Program?
The TVET Program 2025 is open to all Nigerians across the six geopolitical zones of the country who have the required documents.
What Does the TVET Program 2025 Offer?
- Participants in public technical institutions will receive free training, a monthly stipend of N45,000, starter packs, and access to low-interest loans designed to support entrepreneurship.
- Graduates will obtain standardized certifications under the National Business and Technical Examinations Board (NABTEB) and other awarding bodies regulated by the Nigerian Skills Qualification Framework (NSQF).
What is the Duration of the TVET Program 2025?
The Short-Term Certificate (STC) Programme lasts for 6 months, while the Vocational Education & Innovation (VEI) Programme lasts for 1 year.

What documents do I need to apply?
For the STC Programme, you need a valid National Identification Number (NIN) and Bank Verification Number (BVN).
For the VEI Programme, you need either Recognition of Prior Learning (RPL), First School Leaving Certificate (FSLC), or any form of non-formal education certificate.
