Estonia Government Scholarships Details
Estonian Ministry of Education and Research and Education and Youth Board offer scholarships to foreign nationals, pursuant to bilateral intergovernmental or inter-ministerial agreements concluded with other countries Starting from the year 2016 the scholarships based on the international agreements are offered in the framework of the Estonian Scholarship Programme for international students, researchers and academic staff. The scholarship supports the participation of foreign students in summer schools of the Estonian universities. Scholarships can be applied by the foreign bachelor’s, master’s and PhD students who, by the time of applying, have studied in their universities for at least one year (including former study levels).

Fully Funded scholarship in Estonia offers :
- Summer School Scholarships: Cover participation costs for short courses (1–4 weeks), including academic program fees.
- Research & Academic Staff Grants:Â Provide financial support for teaching, research collaboration, or academic visits at Estonian institutions.
- Degree & Exchange Scholarships: Offer partial financial support for Master’s and PhD studies (all fields), with limited support for Bachelor’s level (restricted to Estonian language and culture programs).

Estonia Government Scholarships Requirements
To be eligible for the Estonia Government Scholarships, applicants must satisfy the following conditions:
- Degree Students:
- Undergraduate level: Fields related to the Estonian language and culture.
- Master’s and Doctoral levels: All fields of study.
- Exchange Students:
- Must be enrolled in a foreign higher education institution.
- The scholarship covers the study period in Estonia for up to 10 calendar months per year.
- Early-stage researchers looking to build European collaborations
- Applicants targeting niche fields like digital governance, AI, or Baltic regional studies
Estonia Government Scholarships Required Documents
While applying for the 2026 Estonia Government Scholarships, you will be required to submit the following documents;
- Completed application form,
- A motivation letter.
- Valid identification (passport or ID).
- Confirmation of admission from the Estonian higher education institution.
- Provide translations if documents are not in Estonian or English.
