Romanian Government Scholarships Details
The Romania Government, in partnership with the Ministry of Foreign Affairs, is proud to announce the availability of scholarships for international students.
Each year, the Romanian Government, through the Ministry of Foreign Affairs, provides a number of scholarships to citizens from non-EU countries.
The Romanian Government Scholarships 2025 are for candidates pursuing Undergraduate, Masters, and Doctoral Degrees.
These scholarships are allocated across three study levels:

First Cycle (Licenta): Aimed at high school graduates or equivalent. It includes complete university studies lasting 3-6 years, culminating in a licenta exam.

Second Cycle (Master): For university/postgraduate graduates, spanning 1.5-2 years and concluding with a dissertation.

Third Cycle (Doctorate): Tailored for university/postgraduate (i.e., master) graduates. This 3-4 year period ends with a doctoral thesis.
Romanian Government Scholarships 2026 Requirements
To be eligible for the undergraduate and postgraduate Romanian Government Scholarship, applicants must satisfy the following conditions:
- Be citizens of non-EU country (regardless of their residence) can apply.
- Preference is given to applicants from countries lacking cultural and educational cooperation agreements with Romania.
- Apply for the scholarship and submit all required documents.

Available Programmes
For the 2026/27 academic session, the Romanian Government Scholarships will accept applications to the programmes offered in her tertiary institutions.
Emphasis is on studies in political and administrative sciences, education, Romanian culture and civilization, journalism, technical studies, oil and gas, agriculture, veterinary medicine, architecture, music, and arts.
Romanian Government Scholarships Benefits and Timeline
Scholarship Count: A total of 85 scholarships are available for undergraduate and postgraduate studies.
Scholarship Benefits:
- Tuition waivers.
- Free accommodation (subject to availability in student hostels).
- Monthly financial support:
- 65 EURO equivalent for undergraduate students.
- 75 EURO equivalent for postgraduate (masters and specialization) students.
- 85 EURO equivalent for doctoral students.
Note: Scholarships do not cover food, international and local transport costs. Additional personal expenses are the student’s responsibility.
Scholarship Duration: Covers the entire period of study, contingent on academic performance.

- Those claiming Romanian proficiency must pass a language test conducted by competent higher education institutions.
