For those aspiring to join the 2025-2026 cohort, applications kick off in February, with a 15 May deadline. It’s crucial to start early to prepare a robust application.
Rotary Peace Fellowship Requirements
To be eligible for the undergraduate and postgraduate Shanghai Government Scholarship, applicants must satisfy the following conditions:
Applicants must be of foreign nationality and in good health.
Applicant’s academic qualifications and age requirements:
Applicants for undergraduate studies must have graduated from high school and be no more than 25 years old;
Applicants for master’s degree must have obtained a bachelor’s degree and be no more than 35 years old;
- Applicants for doctoral studies must have obtained a master’s degree and have certain academic qualifications level, and the age should not exceed 40 years old.
- Students applying for undergraduate preparatory courses should have a high school degree or above, obtain a pre-admission notice from the undergraduate admission institution, and be no more than 23 years old.
- Applicants must demonstrate excellent academic performance.

Certificate Program Eligibility Details
- For Makerere University in Uganda, candidates should either be from Africa, have worked in Africa, or be involved with African communities outside the continent.
- For Bahçeşehir University in Turkey, candidates should either hail from the Middle East or North Africa, have worked there, or be involved with relevant communities globally.

While applying for the 2024 Shanghai Government Scholarships, you will be required to submit the following documents;

Applications undergo an initial eligibility screening. Qualified candidates progress for further review. The Rotary Peace Centers Committee, comprising Rotary members and university representatives, evaluates the top candidates and selects finalists. Notification of selection occurs in November.

- English proficiency.
- Dedication to peace and development.
- Leadership potential.
- Alignment with fellowship objectives and compatibility with Rotary.
- Academic compatibility with chosen university program.
- Viability and impact of Social Change Initiative (for certificate program).
Application Procedure
Steps to Crafting a Winning Application
- Ensure you meet the eligibility criteria and review the experience guide.
- Thoroughly research the curriculum at each Rotary Peace Center. For master’s aspirants, preference ranking of two centers is required.
- Connect with Rotary using their Club Finder. Engaging with a local Rotary or Rotaract club is beneficial. Many districts have a Rotary Peace Fellowship Subcommittee Chair to guide your application. While optional, club or district endorsements are highly recommended.
- Read the Application Overview for detailed instructions.
- Collate all necessary documents. Allocate time for acquiring university transcripts and scheduling IELTS or TOEFL exams if needed.
- Submit your application between February and 15 May. Ensure all parts of your application, including recommendations, are completed before submission.
- Await the qualification notification and selection results. If successful, you’ll be notified in November about your designated Rotary Peace Center.
- For master’s applicants, separate university admission is necessary.
