Government of Hungary Bilateral State Scholarship Details
The Hungary Bilateral State Scholarship for Full Degree Studies 2025, offered by Tempus Public Foundation with the financial support of the Hungarian Government, provides an exceptional opportunity for international students to pursue their academic ambitions in Hungary.
This scholarship is designed to support bachelor’s, master’s, one-tier master’s, and doctoral studies in any field of study or art at accredited Hungarian higher education institutions.
The scholarship is only available for studies at any accredited Hungarian higher education institution.
Based on the financial support of the Hungarian Government, Tempus Public Foundation offers scholarships for foreign high school or higher education graduates who would like to gain further knowledge and experience conducting full degree studies at any level and in any field of studies or arts.
Hungary Bilateral State Scholarship 2025 Benefits
The following are the benefits of the 2025 Hungary Bilateral State Scholarships;
- Tuition Coverage: The scholarship covers the full tuition fee for studies at accredited Hungarian institutions.
- Comprehensive Support:
- For doctoral students: Monthly stipend of HUF 140,000 (approx. €390).
- For non-doctoral students: Monthly stipend of HUF 43,700 (approx. €120).
- Additional Support:
- Accommodation or an equivalent contribution to housing costs.
- Health insurance provided according to Hungarian regulations.
- Cultural Immersion: Scholarship holders studying in non-Hungarian languages must take Hungarian language and culture courses, enhancing cultural understanding.

Available Programmes for Study in Hungary Scholarships 2025
For the 2025/26 academic session, the Study in Hungary Scholarships will accept applications to the following programmes;
- bachelor or master or doctoral semester/partial studies (3-10 months)
- full degree bachelor or master or doctoral studies (36/24/36 months respectively)
- short or long-term study visits (3 days – 6 months)
- summer courses (2-4 weeks)

All Hungarian higher institutions are participating institutions of the Government of Hungary Scholarship.
Government of Hungary Scholarships 2025 Requirements
To be eligible for the undergraduate and postgraduate Government of Hungary Scholarship, applicants must satisfy the following conditions:
- Be foreign citizens who hold a secondary school graduation certificate or a higher education degree.
- Meet the specific requirements of their chosen Hungarian institution, including a successful entrance exam.
- For doctoral applicants, possession of a master’s degree and admission to a doctoral school in Hungary are mandatory.
- Additionally, students applying for programs conducted in languages other than Hungarian are required to participate in Hungarian language and culture courses, fostering a deeper cultural integration and learning experience.
Required Documents for Government of Hungary Scholarships
While applying for the 2025 Government of Hungary Scholarship, you will be required to submit the following documents;
- Application form of Tempus Public Foundation (downloadable from the online system).
- Valid passport or identity card
- Proof of language proficiency required for the programme (at least B2 knowledge, for
example, a language exam certificate, or a certificate issued by the sending institution,
foreign Hungarian Cultural Institute, lectorate or consul, written in Hungarian or English). - Copy of the highest degree/ certificate.
- Motivation letter
- Preliminary Acceptance Letter issued by the relevant head of department and
international office of a Hungarian higher education institution, dated, stamped and
signed on institutional letterhead with contact details.
