The Government of Azerbaijan Scholarship is the Educational Grant Programme for eligible international students as approved by the orders of the President of the Republic of Azerbaijan on December 6, 2017 and on January 10, 2018, respectively.
The entirety of the costs of your tuition, accommodation, living expenses, and comprehensive medical insurance during the corresponding academic period are covered by the scholarship.
The 2024 Government of Azerbaijan Scholarship provides full funding that covers the tuition, flight, accommodation, and living stipends for selected candidates on annual basis to study in the leading universities of Azerbaijan.

Government of Azerbaijan Scholarship Details
The Ministry of Foreign Affairs and Ministry of Science and Education of the Republic of Azerbaijan are pleased to announce the “Heydar Aliyev – International Education Grant Program” for 2024-2025 academic year.
The higher education scholarship by the Government of Azerbaijan will be offered on an annual basis for a period of 5 years.

Government of Azerbaijan Scholarship Requirements
To be eligible for the undergraduate and postgraduate Government of Azerbaijan Scholarships, applicants must satisfy the following conditions:
- Be citizens of the OIC and the NAM member countries
- For undergraduate and general medicine programmes – citizens younger than 25
- For graduate and residency programmes – citizens younger than 30
- For doctoral programmes – citizens younger than 40
Required Documents for Government of Azerbaijan Scholarship
While applying for the 2024 Shanghai Government Scholarships, you will be required to submit the following documents;
- Completed application form
- Diplomas or Transcripts from prior High School or University studies
- Copy of Passport
- Document on general health status (including HIV/AIDS, Hepatitis B and C tests)
- CV or Resume
- Motivation Letter
- Proof of English Proficiency (for programmes in foreign languages: for undergraduate programmes IELTS 5, TOEFL 40, for other programmes IELTS 5.5, TOEFL 50)
How To Apply for Government of Azerbaijan Scholarship 2024
To apply for the Government of Azerbaijan Scholarship, follow the instructions we have outlined below;
- First, you must be officially nominated by respective state entities of their country (Ministries, Embassies, etc.) to the Embassies or to the Ministry of Foreign Affairs of the Republic of Azerbaijan
- For official nomination by the respective state entities/government authorities (Ministries, Embassies, etc.) the applicants must submit the required documents to the relevant authorities for the first stage of the application process.
- The last date of the submission is May 20, 2024 at 6 PM Baku time.
- If the candidates are officially nominated by the respective government authorities they will proceed to the second stage of the application process and apply through Study in Azerbaijan Centralized Admission Service (SIACAS) website (portal.edu.az) from June 16 to July 1, 2024.
- After logging in SIACAS website applicants must choose the relevant Admission

The selection process for the Government of Azerbaijan Scholarship will cover two stages:
- Review of the relevant documents
- Interviews (online/Skype)
- The candidates will be informed about the results by July 2024.
