Details released in a statement by the Federal Ministry of Education indicate that this move forms part of a broader reform of the National Home-Grown School Feeding Programme (NHGSFP) and related social investment efforts designed to reduce barriers to education access.

The initiative aims to ensure that children from low-income households attend school regularly and benefit from improved nutrition and learning outcomes.

Conditional Cash Transfers to Mothers

Under the proposed scheme, mothers who meet specific conditions — such as ensuring their children are enrolled and maintain regular attendance — would receive a monthly stipend of ₦15,000.

Government officials say the measure is intended to directly reduce school absenteeism caused by financial hardship, food insecurity, and related challenges that many families face.

This programme aligns with components of Nigeria’s long-standing Conditional Cash Transfer (CCT) framework, which is designed to encourage positive social outcomes, including health and education, by offering cash support to vulnerable households.

Tackling Educational Barriers

Education analysts note that millions of Nigerian children remain out of school due to poverty, insecurity, and socio-economic pressures.

UNICEF and education advocates estimate that over 18 million children are not attending formal school, with financial constraints among the key drivers.
